A Disabled Veteran Business Enterprise (DVBE) is a business that is at least 51% owned and managed by one or more service-disabled veterans. California's DVBE program was established to ensure that veteran-owned businesses have meaningful access to public sector contracting opportunities.
For prime contractors bidding on California state contracts, DVBE participation is more than a policy requirement. It is a competitive tool. Bids that include a certified DVBE subcontractor receive a 5% scoring preference in most state agency evaluations, and some contracts allow direct non-competitive awards to DVBE firms up to $250,000 under the DVBE Option.
